This book critically examines the concept of the ‘public interest’ and its central role within (trans)national efforts to prevent and counter terrorism and violent extremism. As the book highlights, the public interest is often invoked in overlapping and contradictory ways: as a justification for extensive, harsh, and hyper-securitised responses to terrorist and violent extremist threats; as a legal principle against which counter-terrorism and counter-violent extremism (CT and CVE) measures are assessed; and as a normative tool for critiquing and challenging CT and CVE practices.
Drawing from various theoretical and methodological backgrounds, the book’s authors engage with the concept of the public interest through distinct and interdisciplinary lenses. Each chapter delivers unique insights grounded in the author’s distinct expertise, ranging from criminal prosecutions of terrorist suspects, to the terrorist misuse of artificial intelligence, to the engagement of communities in preventing and countering terrorism and violent extremism. Collectively, the authors use insights from multiple academic disciplines and theoretical angles to demonstrate how the public interest is (re)constructed, deployed, and often misused across different CT and CVE contexts. Rather than deconstructing the concept entirely or echoing calls for a complete de-coupling, the book advances a more nuanced and thicker (re)conceptualisation of the public interest. A (re)conceptualisation that does not reinforce the flawed and over-rehearsed ‘balancing security and human rights’ argument, but instead treats effective human rights protections as critical to security responses.
Intended for researchers, policymakers, practitioners, and students from a broad range of disciplines, such as law, political science, and terrorism studies more broadly, this edited volume is a valuable resource for those seeking cutting-edge research into various contemporary manifestations of (counter-) terrorism and violent extremism. It expands the scholarship on CT and CVE by foregrounding the use and misuse of the ‘public interest’, and identifies critical avenues for further research.
