When machines do the work, the money a country runs on doesn't disappear. It moves.
Every modern state is built on wages. Income tax and National Insurance are the obvious part. Much of the rest of the system also rests on people being paid to work: VAT on what they buy, duty on the fuel they burn getting to work, business rates on the shops and offices that work fills, and stamp duty on homes bought with wage-backed mortgages. The Other Ledger calls this the Wage Shadow. Tested against official British data, it finds that about seven in every ten pounds of tax depend on work, directly or indirectly.
The Implosion followed the money people live on. The Other Ledger follows everything else on the balance sheet:
- the treasury: the taxes that fall when wages fall, and why a robot tax would raise far less than people hope;
- the markets: machines now invest in them and herd together in a crash, and the returns flow to the few who own the fastest systems;
- the new ledgers: AI agents pay one another on them, and software can hold money with no person behind it;
- the energy and minerals every machine must buy, and why cheaper computing raises the demand for power rather than lowering it;
- the contest between a few firms and two great powers to own the brains, the bodies and the base of the machine economy;
- discovery: who owns what machines find, and whether imagination is still human.
Every chapter states the strongest objection to its own argument and what would show it wrong. Every model is set out in a technical appendix and tested against real data, from the crashes of 1987 and 2010 to the returns of Norway's sovereign fund.
The story is told through Priya Nair, a young analyst at the finance ministry who turns vague worries into single pages, and Janet Moss, a laboratory technician who watches a machine do her old team's work, alongside Rosa and Daniel from the first three books. The book traces three roads a country can take:
- the Owners' Road: a few own the machines and the state taxes what it can reach;
- the State's Road: the state takes control;
- the Shared Road: citizens own a real share.
The book's answer is that the outcome will not be decided by the machines. It will be decided by who owns them, and by whether the people they replaced are counted among the owners.
