In October 2023, a majority of 61 percent of the Australian voters rejected a proposed amendment to the constitution that would have granted the country’s indigenous population recognition in the Constitution and a constitutional right to be consulted in matters pertaining to them. The vote became a pitched battle between Right and Left. It was not the first time it happened. Indeed, only eight of the 45 referendums held since 1900 have been won.
Some regarded the most recent referendum as Australia’s culture war; as evidence that the polarised populism of a politically polarised age. What this the case? Was the referendum result an indication of deep-seated stereotypes, and even racially motivated prejudices in the Australian electorate? Based on the largest ever survey in a single country referendum, this unique book delves into the voting patterns and social attitudes of 2023 referendum, but does this in the context of the history of referendums in the country. Contrary to the popular myths, the results of the survey analysis – as well as the historical exploration of earlier cases - suggest that the voters were not inherently conservative. Further, analysing the referendum in the context of overseas experiences and in the light of a comprehensive history of the referendum in Australia, the book concludes that the referendum essentially performed the function of a ‘people’s veto’. This does not mean that the referendum is perfect. Thus, the book argues, based on comparative examples, that the referendum needs to be reformed and regulated to allow for more (and better) deliberation.
