This book examines the rise and fall of two social movements—Positive Money in the UK and MoMo in Switzerland—that campaigned for monetary reform in the wake of the 2008 Global Financial Crisis. Between 2010 and 2018, these groups sought systemic change in how money is created and managed, with MoMo even forcing a national referendum. Despite their ambition, both campaigns ultimately failed to achieve policy success or generate sustained public discourse, raising critical questions about the prospects for economic reform movements.
Drawing on a comparative research design, the book combines insights from social movement studies and political economy to explore why these campaigns struggled. It introduces the concept of “low valence” politics—policy areas that are technical, complex, and often perceived as boring—to explain the structural and discursive challenges faced by reform advocates. The analysis also investigates framing strategies, opposition narratives, and the dynamics of mission drift and mission creep, illustrated by Positive Money’s pivot toward a green economic agenda under new leadership.
This study will appeal to scholars of social movements, political economy, and economic governance, as well as researchers interested in advocacy strategies for systemic change. It offers a rare empirical window into campaigns operating in low-salience policy arenas and provides theoretical tools for understanding why some movements adapt while others dissolve.
