This book examines how Policy Labs, a type of small-scale deliberative mini-publics, engage migrants in local policymaking. Drawing on field research into Policy Labs organised in six European countries, the book investigates participant selection, recruitment and preparation to facilitated meetings, experimentation, policy recommendations and political follow-up.
Connecting deliberative democracy, migrant integration and participatory policy design, the authors analyse how plenary sessions, workshops, informal exchanges and dialogic facilitation can support migrants’ agency, personal narratives and contributions to shared recommendations. They also identify constraints on migrants’ participation, including unequal speaking opportunities, language barriers, declining migrant participation during decision-making and difficulties translating recommendations into local policy. Particular attention is paid to migrants’ production of knowledge, hybrid integration and relationship between lived experience and policy proposals.
Combining interaction analysis, questionnaires, interviews, focus groups, observation and policy documents, the book offers empirically grounded guidance for organising, facilitating and following up Policy Labs and other small-size mini-publics.
