He Tian, Director of Center for National Indices of Rule of Law, and Researcher of Institute of Law, Chinese Academy of Social Sciences (CASS). She also serves as Chief Expert of Innovation Project Team on Rule of Law Indices, Chief Editor of Blue Book of Rule of Law, Member of Informatization Advisory Committee, and Consultancy Expert on judicial execution of Supreme People's Court. She was awarded the title of National Advanced Worker and received a special allowance of the State Council. Her main research areas include criminal law, empirical legal research, and judicial system.

Yanbin Lv, Deputy Director of Center for National Indices of Rule of Law, CASS,  Researcher, and Director of Investigation and Research Office of Rule of Law of Institute of Law, CASS. He also serves as Executive Expert of Innovation Project Team on Rule of Law Indices and Executive Editor of Blue Book of Rule of Law. His main research areas include administrative law, information law, and empirical legal research.
