Carlos Alba Tercedor is Professor Emeritus of Political Science and Public Administration at the Universidad Autónoma de Madrid, Spain. He has written extensively on administrative reform, local government and administrative elites.
Conrado Ramos is Professor of Government and Public Administration at the Universidad de la República, Uruguay. He has published extensively on public administration in Latin America, with a focus on civil service systems, models of public management and the politics of patronage.
