The volume of water available in a geographic region is a function of climate and climatic variation. Arid and semi-arid regions are naturally vulnerable to water scarcity. These regions are also vulnerable as a result of population density and economic development. These social factors determine how much water is withdrawn (used for human purposes and partly returned to the original source) or consumed (used for human purposes and not returned to the source).
