Cogan is Senior Fellow at the Hoover Institution, Stanford University. He is the co-author of The Budget Puzzle: Understanding Federal Spending (Stanford, 1994). Morris P. Fiorina is Professor of Political Science at Stanford University and Senior Fellow at the Hoover Institution. He is the author, most recently, of Divided Government.
